  We are about to enter the "14th Five-Year Plan". The "14th Five-Year Plan" period is the first five years in which my country has built a moderately prosperous society in an all-round way and achieved its first centenary goal. At present and for a period of time in the future, my country's development is still in a period of strategic opportunities, but both opportunities and challenges have new developments and changes. The world today is undergoing major changes unseen in a century. Peace and development are still the themes of the times. At the same time, the international environment is becoming increasingly complex, and the instability and uncertainty are obviously increasing. Our country has entered a stage of high-quality development. Development has many advantages and conditions. At the same time, the problem of uneven development is still prominent. We must guide the entire industry to deeply understand the new characteristics and requirements brought about by the development and changes of the main contradictions in our society, enhance the awareness of opportunities and risks, grasp the law of development, carry forward the spirit of struggle, and be good at cultivating new opportunities in crises and opening new games in changes. , To integrate the new development concept through the entire development process, to achieve higher quality, more efficient, fairer, more sustainable, and safer development, and to accelerate the formation of a new development centered on the domestic cycle and the domestic and international dual cycles promote each other pattern. For this reason, it is necessary to strengthen forward-looking thinking, overall planning, strategic layout, and overall advancement in order to realize the unity of the development scale, speed, quality, structure, efficiency and safety of my country's bearing industry during the 14th Five-Year Plan period, and build a world bearing power as soon as possible. . Based on the above considerations, we organized the compilation of the "Fourteenth Five-Year Development Plan for the National Bearing Industry". Here is a brief introduction to the basic ideas of the "Fourteenth Five-Year Development Plan for the National Bearing Industry".

  1. Basic situation of the industry

  Bearing is a core basic component, and the bearing industry is a national basic strategic industry, which plays an important supporting role in national economic development and national defense construction.

  After the founding of the People’s Republic of China, especially the continuous and rapid development since the reform and opening up, my country’s bearing industry has formed an independent and complete industrial system, and my country has become the third largest bearing producer in the world in terms of sales and output of bearings. According to statistics in 2019, there are nearly 1,300 enterprises above designated size in the industry, with more than 350,000 employees, 177 billion yuan in main business income, and 19.6 billion sets of bearing output. It can produce various types of bearings with an inner diameter of 0.6 mm and an outer diameter of 12.37 meters, with more than 90,000 varieties and specifications.

  my country is already a big bearing producer in the world, but it is not yet a strong bearing country in the world. Its industrial structure, research and development capabilities, technical level, product quality, efficiency and benefits are far behind the international advanced level.

  Bearing supporting host industry is under increasing economic downward pressure, and the demand for bearings has slowed down. In recent years, the demand for some mainframe industries has dropped sharply, resulting in a sharp drop in the annual average growth rate of the main business income of my country's bearing industry.

  In the new century, my country's bearing industry continues to develop rapidly. During the "Tenth Five-Year Plan" (2001-2005) period, the industry's main business income increased by 16.72% annually. During the "Eleventh Five-Year Plan" (2006-2010), the industry's main business income increased by 19.36% annually. Entering the "Twelfth Five-Year Plan" (2011-2015) period, the growth rate of the entire industry has slowed down, and the average annual growth rate of main business income has dropped to 4.46%. Among them, negative growth occurred in 2012 and 2015. Entering the "Thirteenth Five-Year Plan", the entire industry resumed growth in 2016, and the main business revenue changed from a negative growth (-5%) in 2015 to a positive growth (4%). In 2017, the entire industry developed steadily and positively, with main business revenue increasing by 10.2%. In 2018, the growth rate of the whole industry slowed down, with a positive growth of 3.36%. There was another negative growth in 2019 (-4.22%). For a long time to come, medium-speed growth will become the norm.

  As mentioned above, the rapid growth of my country's bearing industry has been unsustainable. The main reason is that the development of my country's bearing industry is insufficiently unbalanced.

The research and development efforts of high-end bearing special steel are small and the gap is large, which is far from the international advanced level.

  3. There is a big gap in bearing process equipment, especially roller process equipment

  No breakthrough has been made in the digestion, absorption and innovation of the imported bearing technology equipment, especially the roller technology equipment. The performance stability and precision retention of process equipment, and the in-line technology of automatic production lines are far behind the international advanced level.

  Due to the existence of the aforementioned shortcomings, the independent and high-quality development of high-end bearings in my country's bearing industry is hindered.
